Selection notice of experts to carry out project activities: profile of expert of blue and circular economy

The selection notice is aimed at the creation of a short-list of Experts who will be invited to attend an interview to present their professional career, experience in field of cooperation projects and expertise in the selected Work package.
Following applications and interviews, the Project Selection Committee will identify the top Experts which it determines to be the most qualified to provide the services requested.
Interviews will take place virtually due to COVID-19 restrictions.
Experts will be responsible for:
- profiling companies operating in the Blue and circular economy field) (Work Package 3)
- delivering coaching and tutoring actions with leading mentors (Work Package 4)
- developing curricula and targeted training/teaching (on site and online) based on needs analysis and tailored to the different types of NEETs (youth and women) (Work Package 5)
ARCES Association as the Lead Applicant of the “HELIOS – enHancing thE sociaL Inclusion Of neetS” project – co-financed under the ENI CBC MED 2014-2020 Programme – is looking for two experts in the fields of Blue Economy and Circular Economy who will support ARCES staff members in the organizational and technical activities related to Work Package 3, 4 and 5.
HELIOS project aims to help tackle social exclusion and poverty amongst vulnerable groups by identifying the sector with greatest potential for growth and by providing marketable skills to NEETs to meet those sector needs through training activities and cross-border traineeships in companies.
The project implementation period is 36 months (starting date 1/09/2019 – ending date 1/09/2022).
The project will implement several activities through six Work Packages (WPs).
Work Package 3, Work Package 4 and Work Package 5 are the subject of this consultation through a public notice aimed at the selection of the abovementioned consultants.
In submitting their expressions of interest, consultants are kindly requested to indicate the following reference: HELIOS project – REF A_A.3.1_0155.
They should also indicate the Profile and Work package (one or even more WPs) where they wish to work on this kind of collaborative basis.
ARCES Association leads the international consortium composed by the following partners: Fisheries and Blue Growth District (Italy), Action Against Hunger (Spain), Institute of Entrepreneurship Development (Greece), Tunisian Union of Agriculture and Fishery (Tunisia), University College of Applied Sciences Planning and External Relations Affairs (Palestine) and The National Center for Agricultural Research and Extension (Jordan)
The HELIOS partners believe that the “NEET phenomenon” can be tackled and reduced through the implementation of concrete actions, such as training, coaching, tutoring and sharing of best practices between partners in two of the most relevant sectors of the Euro Mediterranean economy (i.e., Blue and Circular economy) which can generate hundreds of thousands of jobs for young people and women in the Mediterranean countries.
WORK PACKAGE 3: PROFILE N.1
- TASKS/RESPONSABILITIES/DUTIES (Work Package 3)
Within the framework of HELIOS project, the selected expert should provide support to ARCES staff members as Consultant for market analysis with a focus on companies operating in the Blue and Circular economy (BaCE) sectors (WP3) and he/she will be asked to carry out the following activities:
- Labour supply and demand analysis and mapping of key sectors/profiles required (Activity 3.2.2)
- Development of an e-analysis tool to be used by TVETs as a ‘best practice’ tool to identify the economic sector with greatest potential and skills mismatching or gaps (tool cascadable) on which to base effective training paths (Activity 3.2.2)
- Elaboration of a Report on the abovementioned activities (Activity 3.2.2)
- REQUIREMENTS

- have previous working experience that focused on profiling activities of SMEs

WORK PACKAGE 4: PROFILE N.2
- TASKS/RESPONSABILITIES/DUTIES (Work Package 4)
Within the framework of HELIOS project, the selected expert should provide support to ARCES staff members as Consultant for coaching and tutoring actions with leading mentors and he/she will have to carry out the following activities:
- Facilitate the set-up of agreements between the appointed coach and local mentors and business entrepreneurs to host visits of NEETs/Women and short work placement modules during the training courses. Special attention will be given to involve women from successful businesses and civil society groups as role models.
- Develop content and deliver coaching programmes in collaboration with local TVETs or other educational Institutions: This activity includes:
- coaching and tutoring activities (i.e., one-to-one sessions with trainees (i.e., NEETs and Women) including seminars, visits/shadowing, e-coaching and tailored face-to-face coaching on site, forums on e-platform)
- soft skills development programmes tailored for the needs of NEETs and Women; This activity includes interviews to enhance the NEETs’ knowledge and experience in terms of confidence building, social networking skills, web-self presentation, image development, privacy protection, etc.
- Assist other partners in the development of coaching programmes for the three levels of target groups (basic, intermediate and advanced level) in collaboration with the other nominated experts of the Helios consortium.
- Facilitate the creation of new associations (civic, arts, sports, etc.) – at least two associations – legally established by young people, NEETS and women in collaboration with Local and Regional authorities.

Experience
Prior and strong experience in delivering Coaching programmes to the target Groups (NEETs and Women)
Competences
- Technical competences certified by the International Coach Federation
- Be currently engaged as a coach
- Be personal (o life) coach, whose goal is to improve the quality of life of young unemployed people, NEETs, jobseekers, by offering advice on professional and personal matters, such as career, health, personal relationships, etc
- Expert on soft skills
Preference will be given to those candidates who have published relevant publications in the international literature and related field

WORK PACKAGE 5: PROFILE N.3
- TASKS/RESPONSABILITIES/DUTIES (Work Package 5)
Within the framework of HELIOS project, the selected expert should provide support to ARCES staff members as Consultant for Curricula Development and he/she will have to carry out the following activities:
- Lead the development of Blue/Circular Economy curricula for 3 levels of teaching (basic, intermediate and advanced level) in collaboration with the other nominated experts of the Helios consortium.
- Assist with the development of Blue/Circular Economy reference materials for the teaching (a ‘library’ of documents in English needs to be created for the teaching staff from the partner organizations to use and for the Helios e-learning platform)
- Teach the curricula developed on 6 courses (25 hours each course) over the lifetime of the project to various levels of participants. This includes site visits to Blue/Circular Economy enterprises collaborating with the project (this activity may need to be organized digitally for the first courses implemented)
- The course content tailored to the local level includes a study of local case studies to bring to the classroom.
- REQUIREMENTS
We are looking for a person who have a solid background in the theoretical side of the Blue/Circular Economy and the various areas connected to the Blue/Circular Economy in a context of sustainability.
This person needs to have good experience in teaching all levels of students, not necessarily in teaching Blue/Circular Economy subjects only. The candidate needs work as a team to develop the curricula together with the 6 colleagues from other Mediterranean partner countries.
The curricula and descriptors will be developed in English but the reference materials and teaching will be done in the language of the course participants.
